This platform features and visualizes publicly available data on key aspects of the electoral process. Elections are an expression of the will of the people, and thereby elections belong to the people. Electoral data, therefore, should also belong to the people. Access to information about each phase of an election is fundamental to creating and reinforcing public confidence in the process and, consequently, the integrity of the election as a whole. NDI’s experience across the world has shown that in order for citizens to participate in, understand, evaluate and ultimately accept an election process and its outcome as representing their will, election data must be open to citizens.

This map is based on a data set generated by the GREG project, which is based at the International Conflict Research Group at the Swiss Federal Institute of Technology (ETH) in Zurich. Scholars from ETH, in collaboration with the Norwegian University of Science and Technology (NTNU) – Trondheim worked to digitize the Soviet Atlas Narodov Mira. Released in 1964, this atlas was created by Soviet ethnographers and takes into account more than 900 ethnic groups. Despite being over four decades old, the Atlas Narodov Mira is widely considered to be the most complete and accurate source of the worldwide spatial distributions of ethnic groups available today.

2010 Wolesi Jirga Election Data Sets

  1. 2010 Wolesi Jirga Elections – Preliminary vs. Final Results Comparison: This dataset presents a comparison between the preliminary election results released in October and the final, Independent Elections Commission (IEC)-certified results released in November. It includes aggregated and province-level data on discarded votes, overturned results, disqualified candidates, and changes in the reporting of polling stations and centers. All calculations are based on data provided by the IEC and processed by Development Seed.
  2. 2010 Wolesi Jirga Elections Final Results: This CSV file comprises the complete dataset for the final certified results of the 2010 Wolesi Jirga Elections, as officially announced by the IEC on November 24, 2010.
  3. 2010 Wolesi Jirga Elections Preliminary Results: This dataset contains the preliminary results of the 2010 Wolesi Jirga Elections, announced by the IEC on October 20, 2010. The data, presented in 35 CSV files, includes one file per province and one for the Kucchi election, with each file reporting data on a per-candidate, per-polling station basis.

Incumbent president Hamid Karzai swept electoral districts in the south, southeast and east. Karzai made inroads in the northern section of the country and won some of the northeastern districts close to what was the stronghold of the Northern Alliance. Dr. Abdullah Abdullah won some rural districts in the west. The third-ranking candidate, Bashardost, was strongest in his home province of Ghazni and neighboring Daykundi.

This map shows the electoral districts won by each candidate. The size of the circle shows the density of votes in each district. Moving the cursor over a dot reveals the name of the district, the percentage of the vote going to the winning candidate and the total number of votes awarded. The data is based on the uncertified Independent Election Commission’s election results released on September 16, 2009. The IEC did not release a new set of results by district that reflects the corrections made in the audit and complaints process.
